The Chief Nursing Officer (CNO) for England, Jane Cummings with the National Quality Board (NQB) and the Trust Development Authority (TDA), produced guidance in December 2013 for Trusts which sought to support organisations in making the right decisions to create supportive environments where their staff are able to provide compassionate care. The report identifies the themes, expectations, process, actions and leads. The key priorities are monthly workforce reporting to the trust board supported with clinical indicators, six monthly establishment reviews, displaying planned versus actual staffing numbers in clinical areas and the publication of monthly workforce data on the trust’s public facing website.
The trust has a safe staffing policy and a system for monitoring staffing on a daily basis. Nursing and midwifery leaders across the trust visit their clinical areas a minimum of once daily to ensure safe staffing. There is a process for escalating concerns and ensuring actions are taken so that services are safely staffed including informing the chief nurse of any areas of concern. The acuity/dependency of patients is also monitored closely as this affects the type and amount of care required. If there are concerns regarding safe staffing following an assessment staff may be moved to that area.
Setting establishments is complex and having the right staff, with the right skills, in the right place is about more than the numbers and type of staff (registered and unregistered) but is also about leadership, culture, support and education.
The information provided on the tables above right relate to staffing numbers at ward/department level and is updated every month. In line with new national guidance this information is produced using a new system which we continue to update to improve data quality.
This updated report shows a number of areas with an average fill rate, which in a few cases are above 100% or below 90%. The reasons for this are varied, for example at times changes to the number of beds being used differs due to maintenance work. As the staff template is set for a higher number of beds this shows as a lower fill rate. Also the higher than 100% fill rates relate to areas which require more staff than they are profiled for on our eRostering system. This could be for example because the patients the team are looking after are exceptionally unwell or require one to one nursing care or supervision.
